Et suivant une DYNAMIQUE ajustable et ré-ajustable en temps réel autant que faire se pourra.
Le PROJET EST CONTRAIGNANT en ce qu’il engage l’HUMANITE, Les DIRIGEANTS POLITIQUES et ECONOMIQUES à intégrer dans les CONSTITUTIONS une JURISPRUDENCE CLIMATIQUE, afin que la notion de JUSTICE CLIMATIQUE INTERNATIONALE devienne l’horizon décisionnel de toutes décisions POLITIQUES, JURIDIQUES,MILITAIRES et HUMANITAIRES à grande échelle.
LE PROJET DES ACCORDS DE PARIS a pour objectif la limitation du réchauffement climatique moyen de la TERRE en 2100 à un niveau inférieur à 2° et autant que scientifiquement et humainement nous nous y emploieront un réchauffement limité à 1,5 °, afin que soient limité l’envahissement par les eaux des ILES du PACIFIQUE et des CARAÏBES.
le PROJET vise la réduction maximale des gazes à effet de serre au premier rang desquels le CO2, selon un processus mondiale ACTUALISABLE tous les 5 ans , et ADAPTABLE immédiatement selon l’EVOLUTION DU CLIMAT par la mobilisation de TOUS LES MOYENS TERRESTRES, NAVALS, AERIENS , TRADITIONELS et SCIENTIFIQUES que requerront les situations d’urgence absolue.
A cette fin, le PROJET, les pays doivent en être conscient préfigure UNE REVOLUTION DU SYSTEME DE L’ASSURANCE MONDIALE tant concernant la sphère virtuelle que quant au déploiement assisté « étatiquement » de son ECONOMIE REELLE, afin de répondre au mieux aux indémnisations des Etats et des sociétés pour les dommages climatiques qui seraient les leurs.
